With the restructuring into the cycle of the coal market, the resource-based enterprisesare facing a highly competitive and dynamic environment. Qinghai Energy Group is facingchanging market environment, demand environment and competitive environment, how toidentify the location in a dynamic environment, the development of rational developmentstrategy has become an important issue.Firstly, this study reviewed strategic management literatures laying the theoreticalfoundation. Second, it introduced the current situation of the company from the aspect oforganizational structure, distribution and industrial settings. Then the company’s resourcereserves, technology infrastructure, human resources and customer status were analyzed toexplain the development of the company’s foundation. Through the analysis of the internalresources the author analyzed the strengths and weaknesses of the company. Then, this paperstudied the economic and industry environment by using of PEST analysis method, andpointed out the industry that can be entered. And also the company’s opportunities and threatsare analyzed. On the basis of analysis of the internal and external environment, the authordesigned the "three-step " development strategy. It proposed the supporting measures fromtechnical innovation, investment management, profound marketing and designing the humanresources reserve program and customer cooperation programs. In the end, this paperproposed the strategy implementation, including the reform of the management system, theconversion and restructuring and corporate culture organizations operating mechanism. Toensure the implementation of the strategy, it put forward specific implementation steps andassessment.In this paper, by use of current strategic management theory and practical tools, it aconducted more complete and detailed analysis on development strategy of Qinghai EnergyGroup. On the basis of the analysis of the status quo, it also proposed safeguardsimplementation of the strategy from the organizational structure, human resources, corporate culture, dynamic adjustment.This study not only provides guidance for the company to obtainsustainable development in the fierce market competition, and also with some reference to thesame industries and enterprises.
