National’s medium-and long-term talent development plan took a clear strategic layoutto develop technology innovation talents, training high quality engineering andtechnical talents. Rather than post competency cultivation, the concept of talentscultivation based on employability training, which emphasizes lifelong professionalability cultivation, has an important significance to cultivate innovative engineer. Thispaper combined employability theory with cultivation of outstanding engineer, make anempirical research analysis on engineer training situation and requirements, and alsoconstructed an engineer capacity measure model based on employability, and carries onmeasurement research.On the basis of domestic and foreign scholars’ research, the paper carried out asystematic exposition about talented employability and engineer cultivation mode, anddefined the concepts and connotation of talented employability and "outstandingengineers". At the same time, directed by Customized Generic Model Method, throughliterature research and modified Delphi Method, the paper constructed an engineercapacity measure model based on employability. Selected the questionnaire date formmore than400working engineers in10large or medium-sized and various type ofenterprise in Shanghai, the paper carried out a survey analysis for engineer cultivationrequirements and status by descriptive statistics and correlation analysis using SPSS; Onthe other hand, using SPSS and AMOS took exploratory factor analysis andconfirmatory factor analysis to measure and analysis constructed engineers abilitymodel. The empirical results show that: the cultivation for engineers are focus mainlyon post professional skills development that ignoring general skills cultivation;Engineer have a higher requirements for non-professional skills; Based on the engineeremployability training, enterprise can not only solve the shortage needs of hightechnology talents, also reduce the brain drain.Lastly, based on the empirical study results, the paper proposed some proposals onoutstanding engineers cultivation based on talent theory, including that: Changing theconcept of engineer cultivation, from post competency to employability capacity;School-enterprise cooperation under incentive polices, constructing an all wincultivation mode for engineers; creating supportive conditions for the employabilitycultivation of engineer. Meanwhile, the contents of the study are summarized, and thesummary pointed out the issue needs further study.
