Depending on the purpose of the toll, toll roads can generally be divided into tollhighways by solving the congestion, toll highways by solving the construction funds. InChina, the main way of determining highways toll standard is that local governmentspecifically price after the central government designate range of toll, and it has coerciveness.In the case of scientificity, more and more travelers go to use the toll highways only whensetting appropriate toll standard, so as to achieve both efficiently making use of resources oftoll highways and rapidly returning construction funds. Thus, according to the actual situationof china and the experiences of foreign countries, make a reasonable standard of road pricinghas become an important job. For that reason, the paper does comprehensive analysis andillustration to the course of determining toll strategies of different road network by using thedynamic toll, traffic behavior theory and transportation economic theory.Firstly, the paper briefly introduces the congestion pricing theory and the classicalbottleneck model, and gives the improved bottleneck model, and analyzes no toll for thebalance and toll equilibrium because of eliminating the queuing under the equilibrium, andbulids regional surplus expression of road and construction remaining and the total socialsurplus expressions of parallel roads or series road, then explain.Then, Based on the difference between local access and cross-border road transport, andthe principle of puasuing the largest surplus of regional government, using the model, tollstrategy is formulated. the four kinds of toll strategy can be formulated for a single road;16kinds of integrated toll strategies can be formulated for the two series roads, and special13kinds are studied in detail. From different combinations, toll strategy ia considered.Finally, based on formulate toll standsrd mostly only consider the interest of regionwhile ignore interests of society as a whole at present, toll strategies of the two roads aboutparallel and serial network are studied when total social surplus of the two roads does notappear loss after regional surplus maximize. For two parallel roads (a toll road, another freeof charge), surplus value of different proportional cross-border traffic for total road trafficvolume are analyzed, and acquire toll strategie of different proportion. When the two series oftoll roads come across the region, the three surplus values of different proportion cross-border traffic of total traffic volume on the two roads or different total traffic volume on the road Bare studied, then make sure their optimal comprehensive toll strategies. This method iseffective for the theory on simulation data, and provides a good thought for generating the tollstrategy of cross-regional bulk transport channel.
