Along with the development of national economy, highway is becoming a remarkable symbol of a nation's modernization more than just transportation modernization. Standing in the perspective of the highway construction corporations, the maximum of economic benefit is what they strive for. While at the point of traffic manage department, they pay attention on the monitoring and managing of the highway as well as the economy growth, social benefits, bio-ecology and nature resources brought about by the highway construction. Scientific approaches have been used to systematically evaluate the highway network. Consequently this evaluation revealing the concern of the two departments is the essence of this assay.Setting up highway network evaluation system is the principal work of this assay. Through analyzing the features of highway we select transportation volume, economic benefit, service standard and social benefits as four evaluation objects. Due to the first three evaluation objects, we divided Highway network evaluation system into three systems (network system, passenger, cargo flow system, charging system) and two evaluation hierarchies (network evaluation and branch center evaluation. However network evaluation contains comprehensive network evaluation, section evaluation, street evaluation,branch center evaluation includes branch evaluation and toll station evaluation). This partitioning method provides a comprehensive formula to investigate road benefit and facilitate different operating individuals to supervise their own road benefit. According to the above thoughts, evaluation criteria of the evaluation objects is presented in the assay. Anhui province highway network actual data is used to evaluate highway network system. To be more precisely, in transportation volume and economic benefit evaluation, we use timing, growth structure together with other analysis methods. Statistical analysis serves as the main principal and charts are all applied to make a detailed research. In service standards evaluation, because of the lack of statistic data we just list the evaluation criteria and definition. In social benefit evaluation, qualitative criteria that is hard to attain statistic or can't describe through statistics, expert scoring and interval fuzzy mathematics are used for quantization.At the end of the assay, time series model is applied to predict the transportation volume of Anhui highway network. Error analyzing suggests that the prediction approach is applicable.
