An Analysis And Evaluation Of Functions Of Rural Homesteads Based On A View Of Rural Households Division

During the process of rapid industrialization and urbanization, a large number ofrural people swarm into urban city, resulting in division of crowd and social class groupsin Chinese rural areas. As the most basic social unit and economic organization, types ofrural households become increasingly diversified and complicated with the degree ofheterogeneity deepening, which has a direct impact on rural land use and changes theutilization status of rural homestead. As part of the of collective construction land, ruralhomesteads play an important role in the protection of the basic rights of rural households.As different kinds of divided rural households’ needs of rural homesteads differ and thefunctions of rural homesteads change over time, the current use of rural homesteads isgetting confused with problem of idle homestead, housing out of order,“hollow village”,“small property right house” and so on. So it is necessary to recognize and evaluate thefunction of rural homesteads and houses based on a view of division of rural households,which contributes to understand the real functions and needs of rural homesteads fordifferent types of rural households，based on which, issues such as new countrysideconstruction, exit and rational utilization of homesteads, homesteads use system reformand innovation, valuation of rural homesteads and its assessment, rural homesteadscompensation, improvement of rural residential function could be provided reference,theoretical guidance and effective solutions.In this article, the evolution of the function of rural homesteads were analyzed firstly,and then the process of division of rural households were analyzed; finally on the basis offunctional assessment model built for rural homesteads, a overall evaluation of thefunction of rural homesteads and evaluations for different types of rural households arecarried out. The results of research and conclusions are showed that: 1) There have been significant divisions happening with different degree in ruralareas of China and making obvious impacts on rural homesteads using on professionalchoices, employment regions and family incomes for rural households now, which leadsto the difference in housing demand of of rural households.2) Currently, the overall function of rural homesteads has not been fully andeffectively developed with much room for improvement. It is manifested by socialsecurity function, ethical function and residential function for rural homesteads, amongwhich the main function is social security function. Yet the productive function and assetfunction for rural homesteads are weak and not obvious, which remains strengthen andfurther played. However, the asset function of rural homesteads is required to be realizedwith the integration of urban and rural areas, development of the market economy. So thevaluation and evaluation of homesteads is an inexorable trend under the background ofbuilding a unified construction land market, which countributes to maintain the legitimaterights and interests of farmers, increase assetincomes of farmers, narrowing the gapbetween urban and rural areas.3) To different types of rural households, there has been different degree ofdifference in rural homesteads’ functions, which needs to be considered in newcountryside construction, exit and rational utilization of homesteads, homesteads usesystem reform and innovation, valuation of rural homesteads and its assessment, ruralhomesteads compensation, improvement of rural residential function. All these problemsneed to be solved by classification with "making it rigidly uniform" to be forbidden.
