The Comprehensive Improvement Of The Land，Cultivated Land Protection And Food Security

The core issue of this study is the relation between comprehensive landmanagement,farmland protection and food security. This is based on a large population ofour country that its national conditions is fewer land and more people.Farmlandprotection issue is related to national food security, is the big event that is related topeople’s livelihood, national development and social stability. Comprehensive landmanagement is a complex social system project to solve the problem of fewer land andmore people,and then taken to ensure food security,its overall goal is to protect farmland.Through case analysis,our country’s land resources are limited,the contradictionbetween the construction land and agricultural land is prominent. Despite throughcomprehensive land management we take a certain effect， there are a series of problemsin the renovation: single financing,the lack of diversification of financing channels,mainly in government investment; planning and management systems,and the lack of aplan from the development,implementation,and effectiveness of the use of funds systemassessment; contradiction between the old and the new lifestyle of agriculturalproduction,regulation makes people separate prominent contradictions. And theseproblems are mainly due to that we do not deal well with the relationship betweencomprehensive land management,farmland protection and food security.Infact,comprehensive land management is an important means to achieve farmlandprotection goals and ensuring food security; farmland protection provides basicprotection for food security and comprehensive land management; food security is thebasis for all of this activity,three mutual Contact, organic unity. However, under thecurrent conditions,there have been the phenomenon of "for their own array".This stemsfrom our country that has a unique "pressure control" of the administrative system, whichhas a big difference between the central and local level of awareness and implementationof the policy of force,the interests of the game promote internal division. To this end,from the macro,meno and micro levels，we make effects to enhance the comprehensiveland management,namely in the macro level,we should have a clear national strategy forfood security and farmland protection,and design the top-level policy, while we needcoordinate the relationship between the local and the central,then enhance the enforcement of national strategies and policies; in meno level,for the economy and thereality of the situation,we must optimize the financial system and solve the "land finance"issue; from the perspective of long-term and strategic,we need take comprehensive landmanagement moderate adjustment; in the micro level,we need the clear and specific goalsof farmland protection,especially the goal of building four hundred million high-standardfarmland,while we should focus on upgrading the quality and quantity of food production.At the same time,the protection of farmland must link to officials performanceappraisal,and we should clear the assessment indicators,then protect the enforcement offarmland protection from the system.
