Dairy processing enterprises grow fastly in recent years, which promotes the first and thirdindustry, especially plays an irreplaceable role in easing employment pressure and economicdevelopment. As is known to all, the profits of dairy processing are relate to the sales and priceof milk products. Now consumers not only pay attention to price but also pay more attention tothe the quality of the products,for example whether the products is green high-qualityhigh-grade and nutrition. In order to get best sales dairy processing enterprises’ technologyinnovation ability is the key factor.The technology innovation ability of enterprises not onlyreduces the production cost but also provides high-quality products for consumer.Now the dairyprocessing enterprises advocate to implementing technology innovation and national policiesplan to stress the importance of technical innovation for enterprise development. China’s12thfive-year plan indicate that the technological innovation is a key support to acceleratingeconomic transformation and the breakthrough for dairy processing enterprises to developingnew product and creating brand advantage.The plan also calls country and government intensifyefforts to support the enterprise innovating.Though China’s dairy industry develop rapidly in recent years, these dairy processingenterprises,such as Inner Mongolia Yili, Shanghai Guangming, Beijing Sanyuan, JiLin Guangze,Inner Mongolia Mengniu, Heilongjiang Wandashan, only5%of these dairy processingenterprises,power exceed100ton. At present,13enterprises of Jilin province have singleproduct and low market share. Because the technology innovation ability is weak and outputvalue of new products and technological achievements conversion rate is low, lack oftechnology talent resulting in enterprises have no new products and management innovationwhich competes with large dairy companies difficultly. Especially the market research andprediction level of dairy business in Jilin province is low, and many dairy business do not mastmarket demands, even not market research which lead to the sales of new products is low,evenunsalable and new technology cannot be put into use. On the other hand, the Jilin provincegovernment does not attach enough attention to technical innovation of dairy processingenterprises, especially to new product development and early stage of industrialization. Inaddition the production mechanism is not perfect and more scientific research and technicalpersonnel are concentrated in research institutes and universities that only reflect the academicvalue of technological achievement and ignore the market value, which leads to the scientificresearch achievements have no market prediction.To improve the above mentioned, this articleon the basis of the theory of enterprise technology innovation ability and investigating the current situation of Chinese and Jilin dairy processing enterprises and according to thecharacteristics and the environment of dairy processing enterprises in Jilin province, this articleformulates an evaluation index system of dairy enterprise technological innovation ability, anduse analytic hierarchy process and fuzzy mathematics method to carry on an empirical researchtechnological innovation of X dairy processing enterprise. Finally, this article referring to theresults of analyzing X dairy processing enterprise puts forward countermeasures and suggestionsfor Jilin province dairy processing enterprises technological innovation from the aspects ofgovernment and enterprise.
