Research On The Government-governing Mode Of Xi’an High-tech Developing Zone

As a weathervane of the modernization process and the experimental field of reformand open, the emergence and evolution of development zones play an important role inenhancing social stability, speeding up economical development, promoting China’spolitical modernization, and so on. The development history of development zones inChina fall broadly into three categories, start-up phase, clean and modulate phase,standardize and develop phase. So far there aren’t any specific rules for the developmentand management of development zones in our country, according to the developopportunity and taking example abroad, development zones have formed a characteristicadministration system.According to the definition and theories of governance, governance subject consistsof public institutions and civil society organization which corresponding withgovernment. Meanwhile, since the development zones are built and dominanted by thegovernment, this article will focus on the government-governing mode of developmentzones. At present, the government-governing mode of development zone consists ofstandardized government administration council governance model which leading by thegovernment, government and enterprise governance mode which administered by theadministrative commission and development company, separating government fromenterprise governance mode which separating the management committee executivepower from the enterprise’s management, and the administrative division governancemode which change the development zones to a separate administrative zone. It can beperceived that the development zones governance mode is in a state of transition byanalyzing the actuality and trends of development zones governance mode in China. The high-tech developing zone is a typical exemplar of the evolution ofdevelopment zones, it makes the technical strength cohesively, guides the way of highand new technology, realizes the gradually innovation of industry and technology.Atpresent, as the first state-level Economic Development Zone in Shaanxi province, Xi’anHigh-tech Developing Zone is the main target to opening-up and primarily developing,an aggregation of foreign-invested enterprises, export processing enterprise and talents, asupporter of the west development. Xi’an High-tech Developing Zone has been entered anew phase to build the world-class technology industrial park after experience first-timeventure and second-time venture, the government governance mode is changing to “smallgovernment, big society, micro organization, strong service”. Since the destabilizingfactors brought by economic crisis, legal status ambiguous, social management andservice function increasingly hard, the weakness of intermediary service system and soon, Xi’an High-tech Developing Zone will face more and more challenges.Through carding the development history of development zones and researching onthe governance mode aboard, this article based on the theoretical knowledge ofdevelopment zones, analyze and compare the development zones government governancemodes, demonstrate the disadvantages of the development zones government governancemodes, reference the government governance modes home and abroad, analyze thecharacteristic of Xi’an High-tech Developing Zone, try to build a new governmentgovernance mode, expect to provide a beneficial reference to the government governancemode of Xi’an High-tech Developing Zone and development zones in our country.
