| Since now it already has experienced four times international industry migration.In order to reduce costs, improve efficiency, driven by the interests of all aspects,developed countries transferred labor-intensive and resource-intensive industries to theless developed or developing countries. After a period of development, developedcountries began to transfer parts of the high and new technology intensive industries.Since the1990s the fourth international industry migration began, in a much largerscale than ever before, with more migration forms. The development zone as a pilot forthe economic development of our country is a strong point to promote the developmentof our country’s economy. Under the background of a new round of internationalindustry migration, China’s economic and technological development zone as well asthe high-tech zone in attracting foreign investment project and foreign capitalutilization has obvious improved, especially the eastern coastal zones, where theindustrial concentration is relatively mature, undertake industrial transfer more towardsthe service industries.This paper firstly summarizes the history of international industry transfer sincethe end of the18thand the new trend of the new round international industry transfer.The four times international industry migration had different impact on internationaleconomic landscape. The first international industry transfer laid the foundation of theUnited States as the world great economic power, the second international industrytransfer madeJapan and Germany as world economic powers, and the third industrytransfer contributed to the development of the Asian "tigers" miracle. For the last timeindustry transfer, China became the world’s manufacturing powerhouse. Afterdiscussing the domestic and foreign research status about the international industrytransfer, the paper takes a further analysis on the basic theory, motivation, transferringmode of international industry transfer.The second chapter summarizes the development situation about development zone at home and abroad, including economic and technological development zone andhigh-tech industrial development zone. After introducing the situation of Chinaundertaking industry transfer, this paper analyses the status of the development zoneundertaking industry in our country, respectively from the perspective of the economicand technological development zones and high-tech development zone, especially thenational level economic development zones which occupy an important position innational economic and technological development, then discussing a series ofproblems existing in the development zone undertaking industrial transfer like largerregional gap, vicious competition, multinational companies poor grounding andinvestment in foreign countries still in the immature stage. Finally the paperdrawsconclusions like development zone shall enhance management system,agglomeration mode, and internationalization to promoteevolution in developmentzones.Through the analysis it is not hard to find out, the development zone, in particular,the state-level development zone has become the leaders and plots for our country todevelop industries and high-tech industry as well as the key area to carry out ourcountry’s industrial policy, which plays a vital role in the process of undertakinginternational industrial transfer. In the21st century, a new round of internationalindustrial transfer moves further in a variety of forms, among them, the transfer ofservices becoming the main form. However, China’s economic and technologicaldevelopment zone has always focused on industrial investment, in particular inmanufacturing investment, and the high-techdevelopment zone tends to developcutting-edge technology and the emerging industries, with the deepening of a newround of international industry transfer, development zones will undertake moremodern service industry, including finance, insurance, intermediary services,consulting services, etc., which lays the foundation for our country industrial structureadjustment and upgrading. |
