The customs’ demand for express distribution is getting higher and higher underthe e-commerce environment, the urban distribution of the express has appeared thefeature of high frequency, small batch, high timeliness, high accuracy, personalizedservice and so on, which has caused the problems of high cost, continuous upgradedmanagement difficulty and the struggling market expanding, meanwhile, made theurban transport system operation pressure and environment issues become muchserious. The proposed express urban joint distribution concept provides a new idea tosolve the problems of express enterprise continuous development and remittingtransport system pressure. However, the matter related to cost allocation of urban jointdistribution alliance is critical for the alliance operation stability, which hasn’t beensolved well. So the construction of the alliance operation model and cost allocationmodel has been discussed in this paper.The research mainly focuses on three aspects in this paper. Firstly, the presentdevelopment situation of express industry and the significance of topic selection areanalyzed, meantime, the current research status of the express industry, the jointdistribution and cost allocation is elaborated, and then the relative theories of theenterprise alliances, express and joint distribution have been introduced. Secondly theagent team management model is proposed through the analysis of the present alliancemanagement model, at the same time, the organization system and operation pattern ofconstruction mechanism of express urban joint distribution alliance are analyzed.Finally, some cost allocation methods are introduced and their advantages anddisadvantages are analyzed, the cost allocation model based on multiple impact factorsof the express urban joint distribution alliance is constructed and how to determine theimpact factors is discussed in detail, after that through combining with a numericalexample, the validity of cost allocation model is verified.
