The changes of the competitive environment play the fundamental role in urging enterprises to change their strategies. Global competition, technical communication and diffusion, bottle necks and risks on fixed cost, etc. bring enterprises the managerial problem: enterprises have not been well equipped with the comprehensive internal resources, ability and knowledge system, which will lead to a strategical shift for enterprises from building all-around competitive strengths individually to acquiring competitive advantages through cooperative competition and mutual trust.However, many enterprises carry out distribution separately which has caused high cost, immense pressure on city traffic and certain effects on environment. Joint distribution increases the scale of distribution, realizes the rapid integration of logistics resources, improves the usage rate of logistics resources and reduces the cost of distribution. Furthermore, joint distribution helps to bring down the traffic volume, relieve the traffic pressure and lower the traffic pollution on environment, which contributes to good social benefits and makes the government and enterprises believe that more attention should be paid to joint distribution. Nevertheless, it is not easy for joint distribution to be launched without a hitch and many enterprises are feeling perplexed about how to develop joint distribution. So the theoretical guide is badly needed in the development of joint distribution. Meanwhile studies have shown that whether the joint cost is allocated reasonably among collaborators will place a direct impact on the development of joint distribution.Firstly, the author elaborates the basic theory on joint distribution based upon the achievements by predecessors and points out the necessity for China to develop joint distribution. Secondly, aiming at solving the problems of the union establishment and the managerial mode, the author give personal suggestions respectively depending on the system theory and the fractal theory. Finally, the author looks into the key problem "cost allocation among the union members" which always hinder the development of joint distribution to a considerable extent, set up a model of cost allocation based on the union satisfaction and verify its reasonableness by an example.Through the research on joint distribution, the author hopes to provide theoretical support to those enterprises who want to enhance their competitive ability by launching joint distribution to exist and develop in the fierce market competition and to promote the sustainable development of the logistics industry in China.
