The theoretical analysis of incentive policy of green construction in public housingand drawing lessons from relative incentive policies are the core-issues of this research.Methods of literature research, qualitative and quantitative analysis and comparativeanalysis are mainly utilized in the research to deeply explore the incentive mechanismof green construction in public housing from diverse perspectives. Finally, somepolitical recommendations are suggested to stakeholders.In the beginning, the development of green construction in public housing isintroduced and then combined with the requirements of implementing greenconstruction as well as the National12fth Five-year Plan, the necessity of implementinggreen construction in both the building market and public housing in China is pointedout. Based on the summary and analysis of the green construction practices in publichousing in several pilot areas, it is found that China’s implementation of greenconstruction in public housing is still in the early stage. Meanwhile, problems emergedin this market primarily result from either the loss or lack of incentive policies.Through the external analysis of implementing green construction in publichousing, and the analysis of stakeholders in the process, this research draws theconclusion that the government is the main advocate and contributor of implementinggreen construction in public housing. Correspondingly, both developers and consumersare the main incentive objectives of related policies. Based on the game relationshipbetween the central government and the local government, as well as the relationshipbetween local governments and the developers, the strength of incentive policies’implementation is explored. Then, the mature green building incentive policies adoptedat home and abroad are analyzed and summarized. Particularly, the research additionallyanalyzes the green construction practices’ incentive policy in public housing. Based onthe analysis of the theory and incentive policies, the promotion incentive policies arerecommended in the end.
