Incentive Policy Of The Development Of Green Eco-city Research

Under the background of urbanization, promoting the development of China’sgreen ecological city is one of the effective measures to realize the urban and ruralconstruction mode scientific transformation. Because of the large investment, highincremental cost and strong external economic characteristics, green ecological citydoes not carry out large scale. Based on the above background, this paper studies theeconomic incentives of the green ecological city. The results can provide theoreticalbasis and relevant policy recommendations for the government. This paper adopts thetheory study, qualitative analysis, quantitative analysis and other research methods. Italso studies the externality characteristics of green ecological city, the degree and objectof incentives, the economic incentive policies deeply.In this paper, the related concepts，construction step，classic case of the greenecological city are presented. The article analyzes that the most important reason ofslow development speed of green ecological city is the lack of incentives. In order tobuild a perfect incentives system, the article uses the relevant theories of incentivepolicy, including the externality theory, stakeholder theory and game theory. Thosetheories solve the incentive subject, incentive object, the level of incentives, etc. Finallythis article puts forward some opinions and suggestions from positive incentive andnegative aspect for green ecological city of incentive policy.The research results and conclusions of this paper are the followings: first, thespeed development of green ecological city in our country is slow at preliminary stage;second, because the incentives are insufficient, so the development of green ecologicalcity is not very well; last, the main targets of the incentive policy of the green ecologicalcity are the central government with local government and the local government withreal estate developers.
