There is a group of "sandwich" floor who not only can’t conform to the standardof low rent housing, but also can’t afford to buy commercial housing or economicalhousing in the current housing system. According to these people, the governmentproposed the construction of public rental housing. Public rental housing has theadvantages of low rent, wide coverage, and flexible exit mechanism, and it hasbecome an effective measure to solve the structural dilemma of city affordablehousing.Recently, however, there are many phenomenon which like "wall crisp"," buildinglean","jerry-built project","roof leakage" and so on which have come to a lot ofpublic rental housings that have already built. The main reasons are because of thecharacteristics of project’s one-time and the uncertainty, the organizations involvedin the project manage the projects from the short-term interests, builders often can’tsupervise from the interests of the people, inadequate supervision and other reasons,which eventually leads to the situation of low investment benefit and highconsumption of resources.Aiming at this problem, from the perspective of stakeholders of public rentalhousing construction project the paper uses the stakeholder theory, find out the corestakeholders of the public rental housing, such as the government, the constructionunit, the contractor, advisory services, financial institutions, governmentdepartments, users and other stakeholders. Then by using the ecology theory, findout the similarity between the public rental housing construction project and theecological system and corresponding position of project’s stakeholders in theecological system as well. And at the same time, the paper simulates theorganization relationship among the ecosystem. Then, by using the Mitchell gradingmethod of stakeholder theory, the paper finds out the core stakeholders of publicrental housing construction project that are the government, the construction unitand the contractor.After recognizing the core stakeholders of public rental housing constructionprojects, the paper analyses its behavior. Then analyze the behaviors of the core stakeholders of the public housing by using evolutionary game theory. During thesimulated evolutionary game, the paper finds out that the main problem in the gamebetween the government and construction unit and contractor is whether theconstruction unit works hard actively and whether the contractor conspires, while atthe same time whether the government choose the behavior of positive incentive andsupervision to guarantee the smooth development of the public rental housingconstruction project. Therefore, to implement the long-term stable development ofpublic housing market, we must actively take supervision and incentive mechanism,to restrain the healthy development of public rental housing market.At the same time, the paper puts out the constraint and incentive measures to thelong-term stable development of public rental housing construction project, which istaking sound communication mechanism, strengthening the legal operationenvironment, giving full play to industry associations, learning to restrain thebehavior of contractors and giving full play to the social supervision system. What’smore, take the incentive mechanism likes incentive compensation and the reputationincentive mechanism. Finally, summary the paper and illustrate the direction offuture research.
