Human resource is the most important production factor of banks, bankmanagement community attaches great importance to the management of humanresources, so it become one of the important functions of bank management. Theperformance evaluation of commercial bank is the core work of commercial bank humanresources management field, which in foreign countries has been very mature, but due tohistorical reasons, the performance appraisal of Chinese commercial banks is not veryideal. This is the one of the problem of the human resource management of theCommercial Bank of our country. Performance evaluation in relation to the commercialbank is able to successfully complete the task index, is also related to whether the bankcustomer interests can be guaranteed.This article is based on the theory of performanceevaluation, combining with practical problems of the Minsheng Bank Qinhuangdaobranch of the performance appraisal system conducted in-depth analysis and elaboration.First of all, through the review of the relevant theory of performance appraisal ofcommercial banks, methods, summarizes the connotation of performance appraisal ofperformance evaluation and BSC in commercial banks in the performance evaluation.Provides the principles and norms of the theoretical basis for this study.Secondly, the Minsheng Bank Qinhuangdao branch of the research object, analyzesthe present situation of the Minsheng Bank Qinhuangdao branch performance appraisalsystem.Thirdly, on the basis of theoretical research, combined with the specific analysis ofthe system of Minsheng Bank Qinhuangdao branch performance evaluation, designed aperformance appraisal system based on balanced scorecard. It describes the overall goalof the system, the general design principles and basic ideas, and then press from the threelevels of company, department and staff, in accordance with the Balanced Scorecardfinancial, customer, internal business process, learning and growth in four dimensions todesign the performance appraisal system of the Minsheng Bank Qinhuangdao BranchBased on the balanced scorecard.Finally, in order to ensure the smooth operation and implementation of the performance appraisal system of Minsheng Bank Qinhuangdao branch based on thebalanced scorecard, the Minsheng Bank Qinhuangdao branch of the implementation ofthe balanced scorecard strategy.
