The main purpose of this paper is to analyze present situation of purchasingmanagement and point out the problems in these activity in CITIC DICASTAL CO, Ltd.with the application of the theories of purchase management based on supply chainmanagement(SCM),ultimately to present a scheme to optimize purchasing management.The paper is excepted to be an attempt to apply SCM theory to management practice inmanufacturing industry.Firstly, the paper outlines the research and application situation of purchase andinventory management theories based on supply chain managementSecondly, the paper describe the company’s conditions of purchase management atpresent. Furthermore, it points out the problems in purchasing management throughanalysis with SCM theory. These problems include purchasing organizations’ positioningis not accurate, purchasing management flow and system is not scientific, procurementsystem is not fixable, purchase strategy of supplier management is poor shortage ofcooperation with supplier etc,. A goal to optimize is presented in this article too.Thirdly, the paper puts forward a scheme to optimize the company’s supply chainmanagement., including optimizing purchasing process and reconstruction theprocurement organization, With the model of supply market segment, the scheme sorts allpurchased goods into4groups. Furthermore, the scheme presents different policies ondifferent groups, Application of ERP and group centralized purchasing.Fourthly, To guarantee the implementation of the procurement system in theoptimization process of the difficulties encountered and optimization are discussed indetail, including the procurement performance evaluation, procurement staff training,procurement cooperation, provide the power base and forward stable for CITIC Dicastalimprove purchasing management levelFinally, the purchasing management optimization scheme proposed in this paper aresummarized.
