A Study On Expressway Development Of Hebei Province Based On Comprehensive Evaluation

The expressway is the infrastructure guarantee of social economic development. Withthe development of expressway, social economic development becomes more and more better.The development of expressway in Hebei Province started in the late1980s and it had reached5,069km in the end of2012. The development process of expressway in Hebei Provincecompletes from start to scale in20years. In practice, with the development of highway,it issignificantly improved the transport capacity and social economic development. But behindthe tremendous achievements of highway construction, many human factors and based onscattered data to predict development trend of highway for a long time. So we can not carryout scientific investigation and assessment of present expressway condition as well as thedemand. This is the foundation of road planning and construction. Only scientific andaccurate appraisal can cause the planning and construction satisfies the social economicdemand.In order to guarantee sustainable development of social economic in Hebei Province, it isnecessary to carry on scientific, systematic, and complete assessment of expressway, so as toeffectively grasp the advancement of expressway development, and further more providepowerful foundation for formulating the expressway development plan.Therefore, it isimperative to establish a systematic, scientific and complete appraisal index system, selectstrict and reasonable appraisal methodology.It becomes an urgent requirement of developmentand construction of expressway.In this paper, the author provides massive detailed data to accurately describe the presentcondition of expressway in Hebei Province, and analyzes whether the present development ofhighway in Hebei can satisfy the social economic need, as well as whether it is ahead of time.In selecting different levels of index, basic model of the Hebei expressway comprehensiveevaluation system is achieved. Analysis is made through using Elastic Coefficient Method,Regression analysis, and Smooth Law of Index, to determine the need of expresswaydevelopment in Hebei. Based on the development of rational evaluation system settings, and further to predict the value of each index. Putting it into the basic model of Hebei expresswaydevelopment evaluation system, complete expressway appraisal system of expresswaydevelopment in Hebei are obtained.By using the DEA technology, appraisal model of validityof Hebei Province expressway development is established. Thus a comprehensive evaluationand assessment of development of expressway is fulfilled, so as to provide reference for thesocial economic development and the highway construction.
