Based On The Success Highway Comprehensive Evaluation Model

Since 1980's, expressway develops quickly in China, this rapid development speed must encounter some difficult questions while it brings instructive experiences.if the experiences and questions cannot be summarized in good time, it will restrict the expressway healthy and steady development. To sum experiences and lessons, perfect constructed project, improve constructing project, guide intending project, enhance expressway construction project investment decision level and management level, it is necessary to perform expressway construction project post evaluation.Post-evaluation of highway project is always accomplished by calculating and analyzing a series of index. So it is important and significant to research and design a set of such index which reflect the work in every earlier stage, design, construction, operation and economic effect in the highway project management. This thesis reviews the post-evaluation status of highway project home and abroad, analyzes the theories, methods and application system of comprehensive post evaluation of construction project, establishes its models and MIS auxiliary system of models.All has been verified by examples.Firstly, by comparing the different concepts, scopes and the internal mechanisms of construction project post evaluation both at home and abroad and also by reviewing the present theories and methodologies of construction project post evaluation, the dissertation points out that China still lacks a full and normative estimate system, so that theory needs to be linked up with practice, the content to be adjusted, the methods to be innovated, and the manipulate ability to be built up.Second, Theories of comprehensive post-evaluation of construction project consist of application cost-benefit theory, control and feedback theory, sustainable development system and project post-evaluation theory. Methodology of comprehensive post-evaluation of construction project has been discussed with traditional post-evaluation methods, artificial intelligence methods, gray comprehensive evaluation methods and fuzzy comprehensive evaluation.Meanwhile management system and mechanism of comprehensive post-evaluation of construction project have also been investigated.Third, research has been done on highway construction project, index system of comprehensive post-evaluation of construction project, and on models of comprehensive evaluation. This paper applies multi-grade fuzzy comprehensive evaluation and into comprehensive post-evaluation of highway construction project. Systems of models and MIS auxiliary have been established to realize post-evaluation.At last, comprehensive post-evaluation of Hengyang-zao Highway has been made with a combination with projects, data materials and those previous models and relevant MIS auxiliary system. Researches indicate that comprehensive post-evaluation of highway based on success degree has good application value and development prospects.Finally this paper concludes main achievements of the research and proposes direct of this research in the future.
