Industrial energy efficiency is a very important area in China’s technologicaldevelopment about the field of energy. The development and implementation of newtechnology in industrial energy efficiency is imperative to the steel industry. Althoughenergy consumption per ton steel of China’s iron and steel enterprises is decliningyear and year, the consumption level is still higher than the world advancedenterprises. Traditional energy management can’t meet the need of large-scale,high-speed, and fierce-competition of modern iron and steel production, and the planof the national long-term development.The level of energy consumption affects the enterprise’s core competitivenessand the ability of sustainable development. It is also related to the fundamental of theiron and steel enterprises. How to seize the opportunities, face the challenges, solvethe problems and defects of the energy management mode of traditional iron and steelenterprises and make the enterprises occupy favorable positions in the process ofreform and development, are the original intention of this study.First, integrated with the energy management mode and development of TISCOin recent years, this paper analyzed the problems and setbacks encountered in theenergy management of iron and steel enterprises. With the example of thedevelopment and creation of TISCO’s Energy Management System, this paperrecounted the designed objective, principle, and proposal of TISCO’s EMS system,and the main problems and thinking in the process of development and design.Second, start with the functional modules of the EMS system, combined with thedetailed design of TISCO Energy Management System, this paper analyzed thecomponents and functions of TISCO EMS system process information system, energystatistic module, energy control target, energy forecast, remote and external interfacemodule, and the coordination relationships between these function modules. Thispaper also analyzed and researched the application and effectiveness of TISCO’sEnergy Management System.Finally, through the analysis and research of the production process of iron andsteel enterprises, with system analysis methods, combined with the whole program ofdesign, construction and application of TISCO Energy Management System, thispaper determined the solution of energy management problem. This paper alsoconcluded the construction experiences of the energy management system of iron and steel enterprises, and targeted raised some advises for the implement of energymanagement system. It is expected for this paper to lead to better researches, and playa role of guidance and reference to the construction of EMS system of iron and steelenterprises.
