As the promotion of the production mode of low-carbon economy triggered by climateproblem in the world, energy-conservation and emission-reduction has become one of thepriority development objectives to each countries`industry. As the pillar industry of China, ironand steel industry has been one of the main energy-conservation and emission-reductionindustries with a typical characteristic of high consumption, high pollution and high emissions.According to the requirement of the low-carbon economy, China has put forward concrete targetsto the iron and steel industry. Considering the development discrepancy among regions, theaccurate measurement of the regional energy efficiency and energy-conservation andemission-reduction potential is the important basis of distributing targets. And the deeplyresearch about the influencing factors and its mechanism is the premise of developing effectiveenergy-conservation and emission-reduction measures.Firstly, this article compared and analyses the current regional discrepancy of the energyefficiency and carbon emissions. Then introduced of the concept of total factor energy efficiencyand built the system of energy efficiency evaluation which considered the undesirable outputfactor of CO2. With the use of DEA mode, we measured the total factor energy efficiency,analyzed the regional distribution and convergence characteristics of energy efficiency. At thesame time, we estimated the potential of energy-conservation and emission-reduction with theinput redundancy indicators of DEA result. Lastly, considered the main influencing factor for theenergy-conservation and emission-reduction and analyzed the influence by using Tobitregression model, which could deeply grasp the specific reason and make policyrecommendations to promote energy-conservation and emission-reduction.Through analyses, concluded as follows:(1) The results show that there are distinct differences on the total factor energy efficiencyamong the different regions; eastern regions have the highest efficiency and a better convergencecharacteristic.(2) Regions such as Yunnan, Shanxi have low energy efficiency, it means such regions havehigh efficiency of energy-conservation and emission-reduction. The total amount ofenergy-conservation and emission-reduction of six regions such as Shanxi and Inner Mongoliaare larger compare to other regions, completion of the energy-conservation and emissionreduction work of these regions influence a lot to the national work, so these regions should bethe main object of the policy.(3) Energy structure and product structure have the greatest impact to potential of the energyconservation and emission reduction, while enterprise scale has less impact and renovationinvestment has no significant impact.
