It is significant for energy conservation and emissions reduction in iron and steel enterprises to establish scientific and reasonable evaluation indices of energy consumption. The only systematic guidance document about energy consumption index,"Interim Provisions on Energy Balance Sheet of Iron and Steel Enterprises and Calculating Method of Energy Consumption Index"(hereinafter referred to as "Interim provisions"), has been issued and executed as early as April12,1982.Although nearly30years, the "Interim provisions" and related scholars’ research results have played an important role in unifying calculation of energy equilibrium, standardizing the energy saving index, and promoting enterprise energy conservation, however, there has not been substantive amendment or supplement to the "Interim provisions". With the structure adjustment in China’s steel industry, parts of the "Interim provisions" are more and more incompatible with the modern iron and steel enterprise management and mode of production, and omissions of some concepts and definitions have also been apparent. Therefore, it is the right time to establish a scientific, reasonable and operable energy consumption indicator system. This paper carries out research work based on the above reasons.(1) Through research and data analysis, this paper comprehensively cards the present situation of energy consumption statistics of iron and steel corporation in our country, and points out the reason why phased research results of energy consumption index system in the past have not yet formed a broad consensus. From two aspects of differences of process flows and product structure, and changes of energy standard coal coefficient the paper analyzes the comparable reason of the existing energy consumption index, which lays a solid foundation for establishment of subsequent new energy consumption index system of iron and steel enterprises. (2) Based on the existing problems in the current energy consumption index and the index system establishment method and basic principles, the paper puts forward a new index system of iron and steel enterprises energy consumption, by giving full consideration to the actual characteristics of iron and steel enterprise. The overall goal of the index system is energy consumption statistics and management for iron and steel enterprise; the overall goal is divided into three sub indicators (level indicators), namely the comprehensive energy consumption index, performance index, terminal product energy consumption indicator; Level indicators are decomposed into21secondary indicators. This new index system contains not only comprehensive energy consumption per ton steel index to reflect the energy consumption level itself, but also process energy consumption index among the comparable products of the same processes and terminal products of staples in different iron and steel enterprises.(3) It has been the controversy focus among energy research scholars and enterprise managers to ensure energy standard coal coefficients of energy-consumed medium. This paper, according to the previous studies,, puts forward to use benchmark equivalent heat value as the basis, and solves the problem to convert energy consumption of energy processing to the main production process by using the original conversion method, which truly reflects the energy consumption of main process and energy conversion process and makes process energy consumption truly comparable.(4) The paper applies the new energy consumption index system and its calculation method to Ansteel and NISCO. By comparing, the new index system of energy consumption and its calculation method is objective, reasonable, strong operability, etc. in the evaluation of energy consumption of iron and steel enterprise itself, processes and terminal products, which has theoretical and practical guiding value for the iron and steel enterprise evaluation of energy consumption and energy conservation and emissions reduction.
