A Study On Solutions To FDI Attraction To Tianjin Port Free Trade Zone

Tianjin Port Free Trade Zone (TJFTZ) is the important economic area of Tianjin Binhai New Area with favorable policies granted by the State. TJFTZ is the only free trade zone in central-north and north-west China, and the largest one in northern China in terms of scale. Since the establishment of TJFTZ, considerable FDI has been attracted through government direct bidding for investment, which has been playing a very important role in the promotion of regional economic growth and development.However, faced with rapidly changing circumstances, the original system may not meet the challenge of the future. Therefore, based on the analyses of the current situations and the future development, the author makes it the research purposes of this thesis to redefine the role of the Administrative Committee of the zone; to give full play to the functions of the government under the condition of market economy; to fully optimize the investment environment and to attract FDI in a scientific way. By following a systematic researching method and historical origins, this thesis firstly focuses on a statement of the establishment as well as a tracking of the development of China free trade zones and a current status of TJFTZ. What follows is an introduction of FDI in TJFTZ, and analysis towards the current investment attraction system from the public administration point of view, where international direct investment theory is applied. Thirdly, with preconditions of specifying regional position and transformation orientation, due functions of TJFTZ in regional economic growth enhancement are further discussed with SWOT methods applied. Additional, the author put forward the strategic target of FJFTZ attracting FDI in the new period. TJFTZ Administrative Committee takes the new orientation with the reference of advanced oversea and domestic experiences. Finally, personal suggestions and recommendations are put forward on FDI attraction system, such as improvement of E-government affair, formulation of a whole set of correlative policies for developing logistics, integration of land resources, promotion of regional image and identity of the zone, establishment of a credit system, application for the qualification as an experimental area of offshore finance market and encouragement of fostering social intermediary organizations. On the basis of all the above analysis, a set of solutions are sorted out and introduced in the last part of this thesis on effective ways for TJFTZ Administrative Committee to finally realize its appropriate and competent governmental functions and to achieve a scientific FDI attraction system with the advancement of investment environment construction and FDI attraction commercialized.
