With the rapid advance of urbanization of Zibo City, the community has becomethe basic unit of city, social management from the "unit system" to "communitysystem", from "workplace" to "living space" transformation. Property managementplays an important role to provide daily service to community residents, is not only animportant part of city management, basic link in the social management. After yearsof development, the Zibo property management has made great achievements, scale,quality, property management level improved significantly, employing more than10000people, emerged in a number of standardized management, the satisfaction ofthe masses of the realty service enterprise and high-quality residential, to promote thecity function, improve the living environment, has played a positive role in absorbinglabor and employment.But compared with the city modernization process, compared with the growingmaterial and cultural needs of life, there is a large gap between the overall level ofZibo city property management at all levels, such as knowledge of propertymanagement is not in place; the development of enterprises and property managemententerprise construction and management is not divided, responsibilities are not clear;the lack of modern management concept of property management enterprise,institution not perfect, management was not standardized, and the owners lack ofeffective communication; there is deviation of minority owners of propertymanagement, not deep understanding of relevant policies and regulations, the lack ofawareness of rights issues rights and improper methods still exist in varying degrees.Property management is the owners autonomous management, the propertyservice contract as the basis of so, solve a series of problems existing in the Zibo cityproperty management and owners autonomous management, giving full play to theneighborhood offices (town government), community neighborhood committee’simportant role, strengthen the owner autonomous construction, strengthen thesupervision of the realty service enterprise and, as the property management andcommunity management of organic combination, to improve the level of propertymanagement services, speed up the process of marketization of property management.
