| In the process of building innovative country, high-tech industries have played a important role. They have promoted industrial restructuring effectively and provided valuable support for economic development, social progress, people's livelihood improvement and national security. Innovation is the basis and crucial power of the development of high-tech industries. Objective and comprehensive evaluation of high-tech industries'innovation efficiency not only is conducive to improving the efficiency of innovation activities but also has important effect to the acceleration of the economic growth transition, the optimization and upgrading of industries and the inhancement of core competitiveness.This thesis combines the methods of none-interfered and DEA. It introduces and refines findings of research that are associated with evaluation of high-tech industries'independent innovation efficiency. Combined with the features of independent innovation, the evaluation indicators system is builded and divided into input indicators and output indicators. Then it makes evaluations by DEAP2.1 from two perspectives: industry and province, using BCC model of DEA and chosing the input indicator data in 2006 and output indicators data in 2008.The independent innovation over efficiency, pure technical efficiency and scale efficiency are obtained. Finally the target value of the input and output indicators are also pointed out through projection analyzing. The eventual conclusions are as follows: DEA is a scientific method of evaluating industry's innovation efficiency. High-tech industries in China are irregular from both the industry and province perspective.Only a few are DEA efficient, while most inefficient. The aid of the efficient is dynamic efficiency, while the inefficient is to find the cause and regulate the direction. The government plays a key role to improve the high-tech industries'innovation efficiency, so it should strive to improve the system, optimize the allocation of innovation's resources, enhance the ability of innovation's input and output, complete the mode of innovation development. |
