The Research On Compensation For Interests Of Landless Peasants In Peri-Urban Area Of China-the Pi County In Chengdu As An Example

With the rapid advance of urbanization and industrialization, the demand of land for city municipal building, real estate development and industrial park projects further increases, which leads to more and more suburban land has been expropriated and produces a large number of landless peasants. As the sticking point for peasants, they will lose the protection of basic survival and development if they lose land. Therefore, from the perspective of social equity, land department should provide adequate and reasonable compensation for landless peasants, so farmers make up the maximum suffered loss from land. In practice, however, subject to the unreasonable impact provisions of land acquisition and compensation system, The interests of landless peasants lose are not reasonable compensated. As a result, most of the farmers’living standard declines, and the long-term livelihood can’t be securitied, at the same time, the relations between land landless peasants and grassroots government are increasingly strained. Therefore, the issue of compensation for the interests of landless peasants not only affects the continuing advance of urbanization and industrialization, but also affects the social stability and unity, which must attach importance to it for governments at all levels.In this paper, literature analysis, questionnaires and qualitative research method and other methods will be used for the study of the compensation of landless peasants in city suburbs in purpose of providing a policy with compensation mechanism for improving the interests of landless peasants.First, this paper defines the relevant concepts and makes land property rights theory, Marx’s land rent theory, theory of the social security function of land and theory of land compensation as theory basis. Then, this paper introduces the status quo of China’s land, reviews the development process of land acquisition and compensation mechanism and analyses the current problems in land acquisition and compensation system from the theoretical level. Third, author makes Pi County in Chengdu as the actual researching place, investigating the status of landless peasants including situation of land compensation and resettlement, life situation, social security and employment status, then suming the loss of landless peasants suffered at Pi County. Finally, basing on the foregoing theoretical analysis and the results of empirical analysis, author puts forward the policy recommendations of improving city suburbs landless peasants interest compensation mechanism.These policies including:improving rural land property rights system, defining the dominant position of farmers; improving a standard of land requisition system; determining the principles of land acquisition and compensation to expand the scope of land requisition compensation; constructing a reasonable land compensation; establishing and improving the social security system of landless peasants; regulating distribution and management of land compensation fee providing legal aid for the landless farmers; promoting landless farmers to work.
