In the long-range early-warning system, Over-The-Horizon Radar (OTHR) is paid much widely attention because of its long detection range, large coverage, anti-stealth character and so on. However, the low resolution of the position of target, ionospheric changes cause uncertainty of radar detection data, ionospheric muti-path leads to muti-model, which make data association extremely difficult. In this paper, a series of probabilistic data association tracking algorithm for OTHR is discussed in the "three lows" and "multi-path" tracking environment. The main works are as follows:(1) It is introduced OTHR data processing and presented the developments of current OTHR data processing and pointed out the existing problems.(2) MMUPDA and IPDA algorithm are researched respectively. The feasibility scope of track confirmed probability and deletion probability are achieved in the condition of varies of detection probability and the false alarm rate. In the intense clutter environment, high false track rate appears to MMUPDA and IPDA algorithm. HT-MMUPDA and HT-IPDA algorithm are proposed in this paper.(3) A new algorithm is presented based on MMUPDA algorithm, which incorporates the directional information. Simulation results show that it is effective to reduce false track.(4) Smoothing can improve tracking results. The test of As-IPDA algorithm parameters are performed in various different false alarm rate in "three lows" environments. Simulations verify that As-IPDA algorithm is robust for detection probability and it does better work.(5)The problem of tracking OTHR single target multi-mode can be transformed into multi-target tracking problem. In order to avoid hybrid tracking between target models, GPDA algorithm is used in this paper. A series of simulation show that the algorithm is feasible.(6) GPDA algorithm can only be used for track maintenance. HT-GPDA algorithm is proposed in order to make up GPDA defect. Simulation results show that in the condition of intensive clutter environment, HT-GPDA algorithm performs good tracking performance.
