Plan arrangement is an important preparation work of the radar acquisition space target observation task, to provide a reasonable observation plan and task scheduling for observation equipment. The planning and scheduling system is the important part for the ground radar station to connect the user and the observation task during the space target observation task. The system can also assist users to develop a reasonable target observation plan. Before the radar set goals observation plan, we need to do some preliminary analysis about space target orbit, basic observational characteristics and measuring station resources, the concrete work includes space target orbit calculation, the timing and location which the radar can observe and the allocation of radar resouces,etc.and make observation plans according to the specific analysis. In the latter part of the implementation of the scheme, we need to manage and adjust the observation plan according to the actual observation condition.This paper take the spatial object data collection as the background, design and implement a set of space target data acquisition plan arrangement system, detailed analyze the observation plan formulation method. This paper used the different way from the previous plan, using the traditional way combined with other orbital characteristics and observational characteristics, develop a specific observation plan which can meet different needs of the observation. The system also added in the analysis of the radar target observation opportunity, in order to improve the utilization rate of radar equipment. This paper involves the detailed analysis and derivation of plan arrangement calculation method and finally complete the system, realizes the information management of the space target based on the VS2010 compiler environment, the calculation method of the space target orbit, the ISAR imaging algorithm of the space target and accomplished the task scheduling, the result display and the storage of the results.
