With China’s social and economic development, flight flow showed rapid growth, in order to improve air traffic control support capability and meet the growing demand for flights, a large number of new air traffic control system and equipment in the air traffic control operation, with the air traffic control industry development,the traditional management mode does not meet high safety requirements for air traffic management industry. Therefore, the implementation of a safety management system SMS, and using information technology to achieve this objective, is the modern air traffic control requirements.In this paper we design out useful security risk judge data model based on Fuzzy judge algorithm,and around this model,we analyzed the system requirement,stakeholders, function module and use case,the analysis of ATC security management business process more is will make security risk control upgrade to system control, guarantees all aspects of ATC security. The system uses the ASP.NET technology of B/S architecture to develop,and in response to real-time and complexity of data presentation and data analysis,we have used DevExpress PivotGrid control in systems development, the control is not only a powerful control of data presentation and data analysis, but also is the control what totally based on AJAX, can raise users’ s experience.This paper has a larger reference value and guiding significance for the building of ATC safety management system,and provide some ways to realize ATC’s SMS.
