In the 21 st century, with the increasing development of Chinese Society and economy, the demand for top talent is increasingly strong for society. However, covering the shortage for the elites depending on the method of simple increase in the number of students has led to the ratio of university student-teacher rapidly increasing, which in turn enable the most of Chinese universities fall into the conflicts of growing learning needs and limited faculty. Using the net character and function of processing information from network information system is the reasonable solution to extricate current high education from dilemma. So, applying network information system to improve the quality of teaching and to optimize the teaching management is very meaningful for national economic development and talent cultivation.In this paper, the current situation of educating is considered. The following analysis and design work have been done for the requirement of Network Educating Information System. Firstly, by information engineering method to solve the problems of design and development of complex information systems, from the aspects of data resource, system target, requirement structure, system plan and requirement model are established. Secondly, based on the method of use case driven UML modeling, constructing static model and dynamic model, combination with based on components layered software architecture, design model of network educating system is designed and overall system design and component interface design are completed with visible UML language to present the result of design. And then, by the database technology as well as the database principles of third normal form, database is designed for information entities in network educating system model. And based on use case scenarios, test use cases are design. Finally, the development of the system is implemented by Portal technical architecture, and the control of the application process of education is achieved by using the configurable workflow mechanism.Through developing on network teaching system, the above system design results are tested. Therefore, the correctness of results is verified.
