Current communication data volume is growing explosively. The users’ demand for a variety of business is also increasing gradually. The current network is developing towards the direction of IP. The supporting techniques that we are familiar with such as the time division multiplexing and synchronous digital series have been unable to meet the needs of users of multi-service and high bandwidth. IP RAN make the router a basic structure and use the IP method which can be adaptive to complex environment, effective OAM System,Clock system synchronization and network protection. It performs excellently in supporting a wide range of business and a large number of data business. It can also meet the needs of the operators to develop a number of business. So the IP based packet transport platform is applied to the current transmission network to adapt to the development trend of the network.The first part of this paper analyses important RAN IP technologies, including the network architecture design, the carrying network evolution and commercial network planning and design, etc. And then compare it with other technologies such as TDM/SDH, PTN and MSTP. The advantages of RAN IP and its wide development prospects are further elucidated.Based on the current situation of Hebei telecom network resources and the needs of users, this paper discusses how to use IP RAN technology to plann and design the telecommunication IP RAN carrying network. The comprehensive interpretation including the network construction scheme, business load scheme, routing protocol, address planning, network protection, QoS(quality of service) planning, network system, clock or time system synchronization scheme, etc. The last part of this article explains the actual problems in the implementation of the project: equipment and parameters, facilities, equipment installation, electric power system, earthquake and reinforcement, the computer room environment, safety, environmental protection, maintenance management and so on. The feasibility of the implementation of the program is further guaranteed.
