Research On Information Security Management Of The Guangdong Branch Of Agricultural Bank Of China

With the development of history and the advance of society, the fast-growing information te chnology has become an important index to measure the core competitiveness of commercial bank s. For the past three decades, commercial banks in China have become more and more dependent on the information technology. The security and continuity is directly relevant to the safety and sta bility of China’sfinancial system. The accelerated advancement of technologies in financial banks,the improvement of concentration data, and the rapid emergence of digital channel like internet ba nking and mobile banking, has exposed financial banks’ operation to some potential hazard.As one of the four state-owned financial banks, Agricultrual Bank of China has succeeded i n the overall restructuring for the joint-stock financial bank, and has been listed in both Shanghai Stock Exchange and Hong Kong Stock Exchange in 2010.The Guangdong Branch, as a provincial bank, which fully realizes the importance of information security to the sustainable and healthy de velopment of business operation, has incorporated the technology information security into its ove rall risk management according to the strategy deployment of Head Office. However, the bank is s till short of comprehensive planning and system of information security management, and the perf ect internal emergency system. On this background, linking theory with practice, this paper put for ward the concrete framework and contents of security management system of the Agricultural Ban k of China, which covers policy criterion, organizational system, operation system, technology sys tem, and system safeguard etc., to improve the management level of information security during th e sustainable operation and help enhance the core competitiveness of the bank.This paper wad divided into seven parts. The first chapter introduced the research ideas and methods. Summarizing the international information security theories, the second chapter mainly reviewd the information security management theories and implementation methods, and the relev ant legal systems, so as to determine the research perspective. Chapter three took the Guangdong Branch of Agricultural Bank of China as an example to analysed the status of information security management. The next chapter drew on the experience of Citibank’s information security manage ment, and leaded to our inspiration. From the perspective of construction guidelines, goals and pri nciples, the fifth chapter designed a detailed system for the information security management forth e Guangdong Branch, and elaborated the six aspects in the construction of that system, of which w ere the overall strategy, policy criterion, organizational system, talent-cultivation system, operation system and technology system.The six chapter built up system safeguard for the Guangdong Bran ch. In the end, the last chapter summarized the full paper and made a conclusion. The fifth chapterwas the main part of the whole paper.
