With the development of financial electronic of Agricultural Bank of China, the current manual procurement management is not adapt with the business requirements of Agriculture Bank of China, whenever for network management, data sharing or centralized computing considerations, so we developed this system.Firstly, for the complex of organizational structure and the geographically widespread of branch offices, there is not effective supervision and management mechanism for the subordinate organization. Secondly, the current centralized procurement product catalog contains only part of the large amount of products (bult items), the rang of the product is to be further expanded. For the complexity of the product and e services, the suppliers becomes very huge, while for the hierarchical procurement model, each level has its own suppliers which are different greatly from each other. For the infinite choice of suppliers ,the branches cannot communicate with each other efficiently, which result in that they could not have fresh information of the suppliers while suppliers not know our requirement either, or even supply service according to our operation requirements.For the absence of date sharing platform, we make little use of our procurement information, especially the historic procurement data, which induce that the branches have no reliable data sources to evaluate the procurement and the costs for the same product at the same time are different greatly. We have few full-time procurement staff while the task is heavy. Although have advanced OA systems, we have no professional system for procurement, so we could not make use of electronic system to reduce the workload of procurement staff. On the other side manual manipulation produce a mass of paper archives which is hard to search and manage. Thereby, to establish a centralized, scientific, standardized, standardization, e-procurement management information system with the help of network to help Agricultural Bank of China to enhance the level of internal procurement management and reduce procurement costs and improve work efficiency and provide reliable basis for high-level decision-making.This system uses B/S system architecture and large centralized application mode, which operates two independent applications.Firstly, it support for internal network accessing(Intranet Procurement management Information System), intranet system is mainly responsible for procurement management functions within the department, relevant personnel can access via IE browser within the network system to achieve institutional management, user management, procurement project establishment, tracking , archiving, and establish supplier information database, product information database, information base evaluation experts, publish procurement notices, maintenance and other functions outside the network data.
