In the construction of safe city across the country, many problems such as standard unify, interconnection of different systems and cross-region call, have become hot topics in the present field of video monitoring system. As the guide standard of video monitoring network construction, GB/T 28181 takes SIP as the core, and make a number of detailed provisions of the network interconnection and information transmission, in order to improve the general purpose of the monitoring system of different enterprises, to simplify the work of abutment and achieve resource sharing.This paper will study and research the related technologies of the video monitoring system, and improve the existing video monitoring system, to meet the relevant requirements of the standard and realize the interconnection of the system. In this paper, the application of SIP protocol and the rules of GB/T 28181 standard are analyzed, and the technology of network communication and video monitoring system is introduced. In the improvement work of existing system, the SIP protocol call function and SIP user agent and proxy server will be added. When the existing monitoring system has information interaction and resource sharing with other systems, it should strictly comply with the relevant provisions of GB/T 28181. In the software code programming, the paper will analyze the ReSIProcate protocol stack, and make a further research on the SIP information sending, receiving, combining and parsing logic, and unity the monitoring system and function module and do functional test finally.The test results show that the interconnection design of the monitoring system of this paper achieves the function of the scheduled target, achieves the expected performance, and can realize the interconnection of different systems and information exchange of varieties of information, including text and multimedia data.
