Today, science and technology develop rapidly. Along with the powerful function of various equipments, the complexity rapidly increasing. Technical information in these devices about the design, development, use, maintenance and other aspects are also accumulated many years, and so large information causes people headaches. Especially the mainstream media that currently used- paper, has obvious disadvantage in managing technical information when we use, search, storage, management, also its effectiveness is quite poor and cannot meet the current needs of logistical equipment. A new technology- IETM(Interactive Electronic Technical Manual) technology arise, which is a Computer Aided Logistic Support(CALS) basic and key technology strategy. It can generate and manage the digital technology information, with the help of advanced information science and technology, which the paper material is complicated or unable to provide. S1000 D standard has become the mainstream standard of IETM in the world. The S1000 D standard has gradually become more and more important in IETM development. After reading and analyzing articles of domestic and foreign reference materials, the paper make a detailed analysis and research, focusing on the IETM data modeling and storage, maintenance and fault diagnosis, IETM making, and develop a complete system based on Java Web of IETM. The main work is as follows:(1) Analyze and summarize the developments about IETM, then expounded on the development and technical details of IETM;(2) A detailed analysis and study of the various standards IETM, and finalized using S1000 D standard according to the principle of selecting standards. Then make a detailed description and research on S1000 D standard, and design the various functional modules that needed for standardization.(3) According to the characteristics of the device to be studied, designing model and storage mode which the data in the IETM system. Depending on the demand, establish a good data model and appropriate data module then design a database for data storage;(4) Based on XML, integrate the whole IETM systems, analysis the principle of data module. Achieve the design S1000 D documentation based on S1000 D standard, and complete IETM generation and version conversion system;(5) A detailed analysis and study the fault tree analysis, and design and implementation of the FTA in IETM system;(6) Different from the current mainstream IETM formats, this paper designs and implements IETM system based on Java Web.This paper contributes to IETM technology’s development. Promote equipment companies developing to interactive electronic technical manual, and the stand-alone IETM system approach to the network equipment business development. Then, it contributes to improve our speed in an era of maintenance support level in the fast development of IT logistics.
