Research On Network Information Resources Archiving

Network information resources archiving is a new and complex issue. The paper in the research of network information resource file, mainly focus on the theory of the core essence of the problem: "what network information need to file"," who is responsible for archiving" and "how to archive", namely three major problems---archiving object of the network information resources, filing main responsibility and Filing method, relying on three major issues discussion leads to the feasibility and necessity, archiving principle, and so on.First, archiving object determine problem,from the perspective of the theory of the archive properties theory determine the archiving object selection criteria, according to "Archival Appraisal" theory,we solved "who is going to judge the value", "judge what, and how to determine the" three major problems in Web Archiving value judgment, and puts forward the train of thought:use qualitative and quantitative methods to comprehensively determine whether the network information resources have the archive value.Secondly, filing main responsibilities is divided into internal and external organizations. Internal organizations mainly include information forming organizations and filing organizations. Information forming organizations is the main information producer and network publisher, include government organs, enterprises and institutions, personal, academic organizations, research institutions, cultural institutions and so no. Filing organizations is mainly the National Library and national archives and the local libraries and Archives under the leadership of the National Library and the national archives. The external organizations is mainly technical supporter, government agencies and policy environment, legal environment and economic environment of the relevant state agencies.Finally, filing methods mainly include two aspects:acquisition method and method of filing. Acquisition method introduced follow acquisition strategy ---acquisition procedures train of thought, acquisition strategy mainly provides comprehensive collection method, selective acquisition method, acquisition method, a pay system of the negotiation method and special acquisition method five methods, finally introduced the acquisition process. In the filing, the filing of the first method has also been introduced, discussed the real-time physical archive archiving, archiving and logic network three methods advantages and disadvantages and applicability. Then do the discussion on different filing time, finally draw the major celebrity archives and filing system, puts forward three kinds of archive mode.Network information archive work involves a lot of fields and categories, and there are many problems. For example, laws and regulations are not perfect, the standard is not uniform, the technology is not consistent, and so on. However, the author mainly discusses the nature of the three major issues of network information resources archiving, attempts to theoretically to solve ideological problems, clear train of thought of network information resources archiving work, and to ensure development direction is correct, ensure defining nature of network information resources filing work. After the essence of the problem is solved, then we can improve the work from the legal norms, the standard uniform, technical agreement.
