Owing to the progress of science and technology, computer software have been applied extensively in varied spheres of life and daily management. Retrospecting past experience with business clients, through the contrast, I found intelligent information system presents great significance for hospitals in the field of practice and application. Therefore, I have consulted tons of data and visited large and medium-sized hospitals in Changchun,exchanging thoughts with different parties related design and implementation.Taking into account the current development of small and medium-sized hospitals in this province, I have decided to conduct a research concerning designing and implementing intelligent information system in small and medium-sized hospitals. Such design aims to offer information for regulation and decision among management of small and medium-sized hospitals, and also a reliable basis to adjust the arrangement of various personnel and materials. Meanwhile, a fundamental change is recommended for the management in decision making. Moreover, it automatically operates and calculates in terms of hospital affairs, thus to shorten the decision-making cycle. More importantly, there are a large number of private hospitals currently, such design would helo reduce the occupation of funds, ensure the reasonable supply, and make a direct economic and reasonable input-output ratio. This paper introduces the design of the background, purpose and significance. It starts with design analysis and interpretation of basic design ideas, then presents the design of the overall framework, finally, the software debugging and conclusions.The principle is to ensure the wide application, practicality and safety. SOA analysis and design method is used in the design, according to hospital information infrastructure diagram, the design idea is thus concluded. Then comes the explanation of the establishment of medicine portal, hospital instant messaging tool configuration, data center platform, and construction of platform for mobile devices. Also it offers detailed analysis on each subsystem of HIS system. Also it elaborates medical system, electronic EMR system, PACS medical imaging system, clinical path management system(CPMS), supply room management subsystem, queuing management system, OA section etc. Finally, taking the registration window as an example, it builds the data model, conducts program debugging, and finally draws the conclusion of the thesis: the lack of funds practically hinders the development of information intellectuallization in small and medium-sized hospitals currently. It is imperative to utilize a set of reasonable and the effective standard system, expand interface meeting present and future needs, and build a reasonable system framework. The design of the hospital information system(HIS), was tested in two community health service centers(2000 squared meters), where the lack of personnel still came as practical obstacles. It is an important feature for intelligent information system development in small and medium-sized hospitals to reduce the number of operators, and simplify the operation process. And, it points out the catch of the design: the lack of funds and personnel constraints the development of information intellectualized in small and medium-sized hospitals. This design is as streamlining in structure as possible, however, it runs into difficulties in implementation as well. Third-party external data interface like agricultural insurance needs to be unified, since such charging part practically forms obstacles for data seamless linkage.
