With the development of computer software technology, the informatization construction, which is under the development of technology or the application of the ideas, is quite mature. The enterprise informatization brings efficient management and office intelligent to the enterprise. For example, CRM system, ERP system, OA system provides effective management theory and modern technology for the enterprise service system, rational allocation of resources, integration of office automation.After years of construction, the application of information technology in hydropower seventh Engineering Bureau has reached a certain level, information system that covers multiple areas of the business, the operation of traffic engineering plays a good role, but there are also information level is not high, low efficiency of the office and other office business. Engineering Bureau official vehicles have greatly small hundreds of cars. With the expansion of business units, the number of official vehicles is still growing. According to the vehicle management response, vehicle management of current work is very heavy, and many related work is unable to complete. In this paper, combined with the actual situation of Hydropower Engineering Bureau seventh, the design and implementation of the vehicle monitoring system to meet the actual needs of the Hydropower Engineering Bureau seventh, based on MVC model.Firstly, the paper researches the theory, the technology, the concept and characteristics of the vehicle monitoring system, key technologies and development trends of in-depth and systematic analysis. Secondly, based on comprehensive investigation and comprehensive analysis, the paper has carried on the system demand analysis based on UML, identified the system functional requirements and non-functional requirements, divides the function module. Thirdly, based on the demand analysis, it designs the system. It uses the client/server(C/S) structure of the system deployment, hydropower seventh Engineering Bureau vehicle monitoring system which construct based on the three layer architectures of the model view controller(MVC) pattern and according to the division of system function module, detailed lists the function module of the system design, database design and system class diagram. Fourthly, the Microsoft Foundation Class(MFC) uses rational rose UML modeling, SQL Server 2005 database management system, combined with existing research methods, development methods and results, using Microsoft Visual studio2010, Code Blocks based on windows and Linux operating system are developed respectively, the realization of the development of C/S structure of the hydropower seventh Engineering Bureau of the vehicle monitoring system.
