According to preliminary demand analysis, the system function, and use it as a coarse-grained services to the social security service registry for registration, the user can through the Internet to the social security service registry query service, obtain the relevant information of service required, again to invoke the corresponding service. This paper social security system architecture will be divided into user layer, view layer, control layer, business layer, data layer, five levels, the social security management system published service public interface is used to describe, not only implements the service plug is pulled out, also can make the service can along with the change of business needs to adjust quickly, at the same time realize the loose coupling between the visitors and provider service interconnected, services, and at the same time also can add, change or delete, so increasing the maintainability and reusability of the system.Social insurance information system to store so many decisions meaningful information, the information only through effective mining can provide the basis for decision-making. Social security system, however, the amount of data is huge, in all affairs system, also only is everyone to participate in the social security system, and the system of social security business has complexity and particularity of the policy-related business adjustment is the norm. In this paper, by creating a subject oriented data warehouse units involved in the social insurance information system trend of virtual account carried on the thorough research, through the data mining, decision makers can analyze which units are likely to produce false account of the bad debt, how big is the probability, as well as bad debt what are the main reasons of these virtual account, etc., so that it can be targeted to formulate corresponding strategies in order to avoid the happening of virtual account bad loans. Through the analysis of the unit of the inflated accounts and bad debts information characteristics and behavior characteristics, produce the key causes of this situation, through the control of these key factors, decision makers can effectively prevent and reduce the inflated accounts and bad debts.
