The incidence of traffic accidents is increasing with more and more vehicles on the road, and the frequently happening of traffic accidents has brought some pressure for traffic department to deal with. The traditional methods of collecting traffic accident information are time consuming, and they are not conducive to evacuate traffic and record scene quickly. These methods are unable to get information of the area where there is no camera on or the camera is out of the range. Event data recorder can provide evidences for traffic accidents, but it cannot upload recorded information. With the development of VANET, there are many applications based on it. These applications deliver information through collaboration between vehicles mainly, and collect accident information as well. Therefore, it is conducive to deal with traffic accidents by using VANET to deliver information that were recorded by event data recorder to the traffic department.This thesis propose a traffic accident information collection system based on VANET, and this system delivers resources of event data recorder to the traffic department through Wi-Fi and ZigBee wireless communication technology. The publish/subscribe model and delay tolerant network technology are used during the transmission process. This system includes normal-car-terminal and 110-car-terminal, and both of them use modular design. In this thesis, some of currently used accident information collecting methods and their drawbacks were analyzed, and the key technologies of system were researched. Then this thesis designs the modules of traffic accident collection system and designs each module in details. Finally, this thesis designs implementation of each module in the Android system and completes system.The implement is based on mobile terminal of android system. The ZigBee module is attached to mobile terminal through USB OTG technology. This thesis test function and performance of the proposed system. Test result show that, the proposed system has better performance in terms of bandwidth usage and message deliver rate compared with the flooding way.
