In the actual daily work, we often encounter the machine and other objects caused by faulty, leading project stalled and affecting the normal operation of work.This will bring great loss for us, so reliable control study has to be imperative. During the process of designing the controller, the definition of reliable control is to design controller keeping system stable whether control components failure or not. At present, most of these design methods based on state feedback control. Later, many scholars began to study the dynamic output. But for the state feedback, the states of systems often can not be measured directly, this study had difficulty. The dynamics solve the problem of a certain extent, but there are more complicated closed-loop systems. The problems of static output feedback control reliable research is particularly important.In the actual project, since the error of environment and mathematical algorithms,it will cause the system data appears uncertainties, thereby affecting the design of the controller can not meet the required performance of the system. In many control problems, time-delay is also a widespread phenomenon.The time-delays are making study of the systems become more complex and difficult,in the same time,the timedelays are the root of the cause of system instability.In this paper: The first chapter is the introduction, mainly introduces the development of some of the contents of this article from knowledge and the significance and innovation of this paper. The second chapter describes the basics, it is to introduce some basic concepts and lemma. The third chapter to the fifth chapter is the thesis results for this article. The third chapter is the first step in the study of static output actuator failures, the system of which it is a linear system. The fourth chapter is the second step the study of static output actuator failures, the system of which it is uncertain systems. The fifth chapter is the third step of research of static output actuator failures, the system to which it is uncertain systems. These three chapters is to study the progressive layer by layer, each chapter be more factors influence an existing for the system, the difficulty is gradually increased.
