Research On Designing And Implementation For Monitoring And Surpervision System Of Reasonable Medical Treatment

It has been an obstacle for the favorable development of health care reform, which is the rapid growth of medical costs for the patient care and a few unreasonable medical behaviors in medical institutions. This paper emphasize on the analyzing of two aspects combined with the manage situation in the Yinchuan Hospital of Traditional Chinese Medicine. One is to analysis the reason of the growth of health care costs for the medicare patient. Another is to analysis the behaviors of medical treatment. The paper proposes a scheme using the informatization to monitor the misuse of antibiotics, irrational drug use and the low utilization rate for medical insurance fund according to the policies of ex ante monitoring, the supervision after the event and work along both lines. The guidance of doctor orders, the supervision for the source gatekeeper and increasing the level of regulator acts as three measures to enhance the performance of monitoring.This paper employs the analysis according to statistic the total amount of drugs and antibiotics to judge whether the doctors has the behaviors of the misuse of antibiotics. According to the analysis for the ratio of non-medical costs in the total medical costs to judge whether the medical costs has a rising trend. According to the quota supervision for the health care costs of administrative office in medical institutions, the used efficiency of the medical benefits funds has been increased. According to judge whether the using of medical by doctor to enhance the medical standard, and decrease the rate of the behaviors of unreasonable medical treatment. This paper mainly employs the point that the hospital and medical insurance agencies need to cooperate with each other. The hospital plays a key role for unreasonable increasing of medical costs.
