At present, with the development of healthcare information technology, more than 75% of tow-level and above hospitals established the hospital management information system (HIS), Picture Archiving and Communication Systems (PACS). Laboratory Information System (LIS), Electronic Medical Records (EMR),and other information systems, covering all the information of patients with diagnosis and treatment. According to IDC’s forecast, China’s smart phone users will exceed 500 million in 2014. The development of mobile information technology has changed the way of people’s life, but also to change the way of people’s healthcare.With the promotion of the national "Internet+" action plan guidelines, more and more mobile Internet applications and traditional industries are gradually integrated. Since the reform of the medical and health system in 2009, public hospitals, as the main body to provide medical services, have gradually realized the importance of the usage of information technology to simplify the treatment process. At present, most of the hospital outpatient services still use the Window-Service-Mode and Field-Service-Mode:the patients must come to the hospital to register, payment, and waiting. Furthermore, the doctors can only complete the corresponding operation of medical services in the hospital outpatient workstation computer, and then the patients can only passively accept the service. This service mode is not conducive to improve the medical services offered and level.In order to simplify the hospitalization process of outpatient, this paper researched and realized an outpatient service system based on mobile intelligent terminals. This research constructs a new service system of the outpatient:"Online to offline", the service closed loop and the comprehensive data service. The system relies on the Mobile Internet Technology, which is based on the three layers system architecture:the data base layer, the service layer and the client service layer. There are seven business functions have been realized, such as the hospital survey, user management, outpatient appointment registration, outpatient registration, outpatient queuing, reporting service and payment service. Additionally, the paper has analyzed and resolved the three key issues in the business process:reservation pool, online payment and miss registration. In this paper, the design and implementation of the "Internet+outpatient" service model really fits the need of the current patients, and has got a good application in the practical application of the hospital.
