It means that a country is not always strong, nor permanent weak, it is depending on whether the master law will rule the country in line with the law, which is from Han fei zi. So for the country development and progress, the construction of legal system is crucial factor. In this context, the education function of TV legal system program to highlight, it is not only to promote legal construction, but also to improve the legal consciousness of audience.The Chinese TV legal programs have experienced over 30 years, in order to adapt the demand of the society, the program evolved from single to multiple. The contents of programs develop from lecture to mature and diverse, TV legal system has experienced a lot of exploration. Due to the special features of the legal system program, it is not all of the requirements in the construction of legal system in the TV legal programs can be satisfied; sometimes these requirements can make the TV legal programs too much emphasis on education and the warning function. Since 1985 the TV legal program has been the hot spot of the academic research and it has many related research achievements. The dissertation mainly studied on the public display on the TV legal system program. Based on sorting out content of public display, it has two inclinations. The one is a neutral color of the public display; the anther is negative words which take the ancient shame punishment as the background. Based on the two kinds of public display tendency, first of all from the positive effect of public display is education and warning function, the dissertation analysis public display on the TV legal programs; then it analyzed the negative effects about public display on the TV legal programs in the root by the public display of entertainment, privacy exposure, stereotype, potential trial by media and public "onlooker" psychological in order to put forward suggestions on how to avoid negative effects on the TV legal programs.
