Bibliometrics,which contributes to evaluate the influence of academic products, can help readers make decisions about which one is high-quality documentation from masses of information resources.The way in which traditional bibliometrics evaluate a paper is mainly based on journal impact factor and cited statistics of the article (eg.H-index).Yet both these two methods exists inherent defects of timeliness poor evaluation, non-comprehensive, and Matthew effect, etc. In addition, the rapid development of Social Network has prompted a major shift of scholarly communication mode in scientific researchers. Academic communities such as ResearchGate, Mendeley and online documents sharing and evaluation modes are emerging. In this context if continuing using traditional bibliometrics methods to evaluate academic products, many useful metrics will be omitted, resulting in the evaluation of distortion.This paper introduces a new word on bibliometrics based on social network which is proposed by international researchers in recent years-Altmetrics,describes the theory and application tools made by researchers based on this concept,and analyzes advantages and disadvantages of Altmetrics. In order to begin the study and use of Altmetrics in Chinese academic environment, this paper carried out the following tasks:(1) In this paper,we propose a comprehensive literature measurement model oriented Chinese literature,ALS (Article Level Score).Taking the measurement process of Altmetrics as a guide,the environment of Altmetrics in the domestic is investigated and analyzed,and the weight factor of those impact metrics is calculated through a subjective and objective comprehensive weighted model with combination of Delphi method and PCA method based on previous analytical results.And finally got the ALS (Article Level Score) document comprehensive measurement model which matches the domestic academic environment.Experimental results show that the overall objective and subjective weighting model is able to make up each other for deficiencies and closer to the real situation.(2) We conduct a thorough research and improvement on the open source Altmetrics application-ImpactStory, and implement a prototype of ALS document comprehensive measurement model to suit the domestic academic environment. In this paper, we analyze the ImpactStory’s framework principle from the functional characteristics, the ImpactStory architecture designation and operation mechanism to the database design.In order to make it applicable to Chinese academic environment, we improved the application from three aspects of the provider extension, the coping strategy with the absence of document identifiers and integrated ALS measurement algorithm,finally designed and implemented a comprehensive measurement system for Chinese literature.At the end of this paper,we show a summary of the full text and get some conclusions. It is worth mentioning that,though the Altmetrics has many advantages compared to traditional metrics,we have to admit that any Altmetrics application are constrained by metrics data provider. At present, the domestic Altmetrics measurement environment is not mature, yet for Altmetrics metrology itself, once its data environment becomes mature, its value will be fully reflected.
