In recent years, with the development of mobile Internet and the increasement of hypertension and other chronic diseases lead to the rapid development of mobile medical. There are many mobile applications related to chronic diseases in recent three years. But this kind of products mainly focus on the collection and display of Physiological data, do not fully grasp the knowledge about chronic diseases management, so they cannot make full use of the means of mobile Internet to make management of chronic diseases more automatic and effective.In response on the demand, this paper proposes a chronic diseases management knowledge base system based on ontology, establishes unified model to manage knowledge including all processes of chronic disease management, and implements a high performance access system to provide external access service.The system has the features of high scalability expansibility and high performance which is composed of knowledge base construction module, external access interface module and a knowledge query system. This paper chooses OWL which is based on XML and RDF to construct ontology and proposes common steps to construct general ontology and chronic diseases ontology in knowledge base construction module. What’s more, this paper describes detailed solutions to solve typical problems in constructing ontology. In external access interface module, this paper proposes a solution to shield the differences between differentiated clients. For the demand of big ontology data, it uses cache module to balance the speed and capacity. The query system core module only needs to focus on specify query algorithm, and no longer needs to deals with problems of network data format and local data access. In knowledge query system, this paper uses an improved Chinese word segmentation algorithm、a dynamic planning algorithm to complete the keywords matching in knowledge query module and a specified TF-IDF algorithm to sort the queried results. What’s more, keywords cache is fully used in the whole module to improve performance.This paper complete the construction of hypertension knowledge base based on Protege and OWL standard to provide knowledge support for the management of hypertension and provide a reference for the professionals in the field of chronic disease management. The paper alse implements the knowledge query system in Tomcat server by using Java language and Jena toolkit. By analyzing typical user case and the corresponding result in web browser, the advantages、correctness and usability are validated.
