In the increasingly progressive modern era of science and technology, using theinformation–based management mode of computer technology in the enterprise equipment management, on the one hand, can facilitate the classification, optimization and rational configuration of the equipment, on the other hand, it can improve the accuracy and efficiency of equipment management and save a lot of manpower and material resources cost. Based on the theme of informationalized construction of the equipment management from the Second Institute of Oceanography of the State Oceanic Administration(SOA), this thesis aims to design and effectuate the enterprise–oriented equipment management system, which will supervises and manages the equipment resources in the form of browser and mobile terminal Web APP.This thesis first introduces the background, contents and significance of this subject, also introduced the related technology and tools to such as ASP.NET, j Query Mobile, Phone Gap etc. to implement the system of equipment management. What’s more, it detailedly presents the fundamental business requirments, which are the repeated communication with SOA. And then it conducts the analysis and expansion of functional demands according to the basic demand in combination with characteristics of good equipment management system and creates the role modeling cases and system dynamic models. In addition, it presents the systematic framework design and the design for each functional module, and illustrates the function for each functional module in details.At the same time, it carries out the datebase design to the system and establishes all the table structures of the system database. Finally, the thesis makes a detailed introduction of each functional module and technological means for the system actualization.The system is mainly based on c# as its development language, and adopts the equipment management system of SQLServer datebase from Microsoft. The system runs steadly and smoothly and has higher practability after repeated testing.
