In recentyears, w ith the Long Term Evolution(LTE)netw orks development, the mobile communication netw ork has a dramatically development. Whenpeople enjoy the netw ork, a group of hard netw ork maintenance workers are doing against timeless natural disasters. So the real-time monitor for natural disasters is of great importance. Only guaranteeing that w e are able to know the affected network w hen natural disasters happen, measures and support plans can be made promptly so that all the customers can communicate timely. Flood caused by the fault-based network monitoring system platform is used to present and manage the provincial communication network during the flood protection based on the map presenting resources information, alarm information, performance information, order information, engineering information, traffic volume monitoring information, etc. In flood scenario, we can achieve the visual of resource information, emergency protection information, fault information, performance information and order information by using Geographic Information System(GIS) layer and w indow.On one hand this dissertation explored how to realize real-time monitor of the movement of communication netw ork intuitively and comprehensively combining the map during flood based on the system design and plan scheme; On the other hand this w ork did related research about the flood scene system platform applied for mobile monitor combing w ith the communications industry development and the actual situation of monitoring w ork.By combining the map presentation, this paper showed the resources, status and event of various professions intuitively and strengthened the monitor ability of the communication netw ork under the flood scene. And by building the model of all network elements, this work analyzed the fault alarm of netw ork elements itself and the performance of related professional comprehensively to determine the problem’s reason and scope. Firstly, this article elaborated the research background and significance of the topic, analyzed the application status of the communications industry for flood scenario system, discussed and explored the monitoring purpose and meaning of scenario system platform applied to mobile monitoring. Then it analyzed and designed the related principle, key technology and the design principle of flood scenario and researched the structure of the system. Finally, in combination w ith mobile netw ork circumstances, according to the netw ork topology structure, this paper made exploration of the w orking principle process and realized the system functions of several important aspects such as comprehensive analysis for fault and major events security.To sum up, this work can provide efficient, accurate, intuitionistic and visual images structure covering all process the entire netw ork operation and supporting. It can present the alarm of equipment, performance and all kinds of important data index in the first time.At the same time, it can intuitively describe the fault’s influence area, influence ability, the upper and under hanging equipment resources information by means of graphics.It makes monitor staff obtain abundant related information of the fault at first time, helps operation w orkers quickly find and analyze the problems combined geographic information in order to improve the quality of operations and improves the operational and management level as well as operational efficiency through detailed and accurate statistical data.
