The Design And Implementation Of Public Security Bureau Mobile Police System For Ji’nan City

With the rapid economic development and improvement of people’s living standard in Jinan City, road transportation is getting more and more developed, motor vehicles are becoming more common. However, traffic violations also increase year by year, such as vehicle theft, making false license plate, and drunken driving and so on. Field law enforcement officers cannot efficiently and accurately handle transaction because they cannot obtain information timely by visiting the police system on traditional fixed private network. In order to improve the law enforcement efficiency of grassroots traffic police, accurately and efficiently access to information on the internal network of the Jinan City Police, the mobile police affairs information system of Jinan Municipal Public Security Bureau was developed.The technical route of the mobile police affairs information system of Jinan Municipal Public Security Bureau was as follows:the system was developed on Android platform, used SQL Server2014 as the backend database, combined REST (Representational State Transfer, representational state transfer) and JSON combination for the implement of Web Service, the overall architecture of the system used MVC model, namely Model, View, Control, which are model layer, view layer and control layer in Chinese, where the model layer was responsible for the preparation of business logic, the view layer was responsible for the display of page data, the control layer was responsible for data reception and page jump by calling the business logic interfaces. MVC architecture was conducive to the development and integration of the software and improved the software’s scalability.The mobile police affairs information system of Jinan Municipal Public Security Bureau totally achieved four modules, namely traffic management service module, information query service module, community and security management service module and system management service module. Among them, the traffic management service module implemented four functions, including penalties for violations, electronic police shooting, simple incident handling and service management; information query service module implemented comprehensive query and business query, where comprehensive query included people factor query, object factor query, case factor query and organization factor query, and business query included people business query, object business query, case business query, organization business query, telephone query, law and regulation query, illegal act query and multiple objects check; community and security management service module implemented the management of community business and the management of security business; system management module implemented function of help, password management, and exit.Design and implementation of the system were in line with Ministry of Public Security’s strategy of strengthening police by science and technology. On the one hand it can provide timely and accurately internal information of public security network for grassroots police, which greatly improved the efficiency of law enforcement officers, and greatly fought a variety of traffic violations; on the other hand, law enforcement officers can directly enter police affairs data in the mobile terminal without secondary import or entry, which improved the accuracy of law enforcement data entry.
