The next decade,the mobile Internet market will have a huge space for development in the emerging media market.4G era has arrived,the mobile Internet will further promote the profound changes of the communication pattern.The development of the mobile client will lead to great changes in mass communication environment.The way of the party committees and governments guide public opinion,is from traditional media such as television or newspaper to new media such as mobile client.The party and government clients based on Android are the clients,that setting government issues,information publicity,local news,convenience information,constructed for the local party committee and government on the smartphones running Android opertating system.This is the new media which the party committee and government self-controlling.When the unexpected events occur,the local party committee and government push the important information to the masses throuth the party and government clients,so that the voice of the party and government issued at the first time.Government can set up the administrative examination and approval platform on the party and government client,the masses can participate in the administration and discussion of state affairs and get entertainment throuth the party and government client.This paper first analyzes the main problems that the party and government client system needs to solve.On this basis,the paper analyzes requirements on the party and government client system based on Android.The mobile client will gather and display the multimedia manuscript such as text,picture,audio and video of the manage publishing platform,provide users with multiple information services.The client has display,comments,favorites and sharing functions of multimedia information,provide statistics function on user behavior data and message push,user account management and other types of services.The mobile client supports local storage and static files offline cache to enhance the user’s access experience,while supporting offline browsing.The clients support geographic information interface, provide partial geographic information service,associate information,news and to-do list with user’s location.The clients provide targeted information push,provide audio and video components to support audio and video content for mobile display and browse.The outline design of the party and government client has been made based on the requirements analysis.On the technical structure,considering the system’s scalability,maintainability,the system uses the B/S mode based on J2EE technology. This mode has the visual development tools,adapts a good mature application framework,and provides various business components,implements business application system development rapidly. On the one hand,the open design scheme based on J2EE standard provides the support of Java technology in the server,which ensures the requirement for cross-platform application system,supporting Linux, Windows, Unix and other operating systems.On the other hand,the use of B/S mode, the client and the database is not directly connected,to a certain extent,improves the security level of the database. At the same time,because the programs are deployed on the application server,the client does not need to install any software,which reduces the complexity of the system installation,so that system upgrade and maintenance work easier.The paper also describes the network architecture and function architecture of the system.Moreover,detailed design of the system is described.The interface design of the client is introduced in detail.The paper also describes several function modules such as column management,client management and material library management through classs diagram,sequence diagram and state diagram of UML model.lt describes the database table design and process design of these function modules.Next,the system implementation is introduced based on the detailed design.The focus is code implementation on user registration,login,push and other function modules.The function test, performance test and safety test are carried out,the test result is analyzed.At last,the application of the party and government client system based on Android is introduced, and the innovation points and shortcomings are summarized, next improvement in the future of the system is prospected.
