The main businesses in communication engineering enterprise are construction and maintenance related to communication. Signing various construction contracts, controlling construction process, managing materials and files related to communica-tion construction. There are many complex approval processes which need to cooper-ation among many users from different departments. However, traditional manage-ment modes have heavily affected the management efficiency of day-to-day business, and have decreased the profit of these enterprises. As the popularization of informa-tion applications and the development of Internet technology, these enterprises ur-gently need to manage their businesses with the help of information technology. On the one hand, this can raise their management efficiency and regulate various approval processes. On the other hand, this can avoid the appearance of information islands, and be beneficial to make macro decisions of these enterprises.This thesis describes the design and implementation of construction management system in communication engineering enterprises. Under theguidance of software en-gineering idea, we complete system’s requirement analysis, preliminary design, detail design and so on. And we employ usual software tools to express and describe the re-sults of each phase. Currently, the system has implemented three main business mod-ules, including various contracts management, construction business management, construction material management and various approval functions.Meanwhile, in order to adapt the requirement which different departments at dif-ferent locations can use the system at any time and any address, the system employs B/S multiple ties architecture basing on browser, and uses popular Java EE platform to develop and deploy. In addition, we use Oracle 11g as the database server of this system, and use JBoss5.0 as the web server. In order to maintain and reuse the codes more easily, we use popular struts2 as the MVC (Model-View-Control) to organize system codes. Because the approval functions in this system can involve many users, in order to raise development efficiency and flexibility, we adopt workflow technolo- gy to implement these functions. The picked workflow engine is more mature jBPM4.3.
